Understanding the SR 417 Lane Widening Project and Its Impacts on Tuscawilla

If you’ve lived in Central Florida for any length of time, you’ve likely noticed our region’s rapid growth. As Winter Springs continues to thrive, significant infrastructure upgrades are necessary, with one of the largest being the SR 417 lane widening project.

Project Overview: Expanding SR 417

The current four-lane section of SR 417 is being expanded to eight lanes over approximately 12 miles, extending from Aloma Avenue to the Lake Jesup bridge. This project involves widening the roadway from two lanes to four lanes in each direction, along with significant improvements to existing ramps and overpasses.

Impacts for Tuscawilla Residents

One of the most noticeable changes for our community is the expansion of the bridge over Winter Springs Boulevard, currently under construction. Once completed, this bridge will accommodate eight lanes of traffic. It’s important to clarify: no new permanent ramps are planned at Winter Springs Boulevard, only temporary access points related to construction activity.

However, the widening project does include ramp expansions and improvements at nearby interchanges, specifically at:

  • State Road 434
  • Red Bug Lake Road
  • Aloma Avenue

Sound Walls: Protecting Quality of Life

A key update relevant to our neighborhood is the installation of noise abatement walls (sound walls) along portions of SR 417. Initially, these walls were planned only for the Oviedo side of the highway. Thanks to persistent advocacy by our Mayor, city staff, and community stakeholders, noise walls will now also extend along the Winter Springs side of SR 417.

These noise walls will begin just south of Winter Springs Boulevard and continue northward, ending near SR 434. These walls are crucial for reducing traffic noise and maintaining our community’s quality of life.

Future Plans

There are also early-stage proposals to widen the bridges over Lake Jesup, with eventual plans to create a designated SR 417 exit directly serving Sanford Airport. Though these improvements are planned further into the future, they reflect continued commitment to infrastructure investment in our region.

Committed to Smart Growth

Because SR 417 is a state-managed toll road, neither the City nor County had the authority to stop the widening project. However, your Tuscawilla Homeowners Association, along with city leaders, actively worked to ensure essential considerations, like noise abatement measures, were incorporated into the project.

While growth may be inevitable in Central Florida, our responsibility remains clear: to advocate for careful, resident-focused planning. I remain committed to keeping you informed and to advocating for solutions that protect our neighborhoods and our quality of life.

Transforming SR 434: A Safer, More Efficient Roadway for Winter Springs

The Florida Department of Transportation (FDOT), in partnership with Seminole County, is advancing the design of major improvements along State Road 434 from Jetta Point, just west of SR 417 in Winter Springs, to Artesia Street in Oviedo. This project will enhance traffic operations, improve safety, and provide better access for motorists, pedestrians, and cyclists along this critical corridor.

What’s Changing?

The project will introduce three new roundabouts at key intersections—McTavandash Drive, Hammock Lane, and Artesia Street—to ease congestion and improve traffic efficiency. It also includes:

  • Safer pedestrian and bicycle pathways with continuous shared-use paths on both sides of SR 434, linking to the Cross Seminole Trail.
  • A raised median to manage traffic flow and reduce high-risk movements.
  • Improved stormwater drainage to mitigate flooding in key areas.
  • Speed management adjustments, lowering the target speed to 40 mph for enhanced roadway safety.

Why Roundabouts?

Many residents have questions about the shift to roundabouts, but the data speaks for itself. Studies show roundabouts:

  • Reduce serious crashes by up to 78% compared to traditional intersections.
  • Keep traffic moving, cutting down on congestion and delays.
  • Enhance pedestrian safety by reducing crossing distances and vehicle speeds.
  • Require less maintenance and signalization costs over time.

Project Timeline & Next Steps

  • Current Phase: The project is currently in the 60% design phase, with modifications requested by FDOT to reduce right-of-way impacts. Adjustments are expected to be finalized in 2024.
  • Final Design Completion: September 2026, including all permitting and property acquisition.
  • Construction Start Date: Early 2027.

We’re on the road to significant improvements in Winter Springs! I am excited to share the news of an upcoming turn lane enhancement at the intersection of SR 434 and Winding Hollow Boulevard. This project is a testament to our city’s commitment to enhance mobility and ensure a smooth commute for all.

Thanks to the generous funding of over $1.1 million from the Metro Planning Organization (MPO), the city has secured the necessary resources for the construction costs of this pivotal project. We are currently collaborating closely with the Florida Department of Transportation District 5 to align our timelines and efforts.

The project is set to be advertised in Spring 2024, with construction anticipated to commence in the following months. This project is long overdue, and I am looking forward to seeing it get started.

Slow Your Roll! Winter Springs Takes the Lead in Traffic Safety

As your Winter Springs City Commissioner, I’d like to draw your attention to an important update regarding traffic management in our community.

Starting Monday, we’ll be implementing a speed limit change on Winter Springs Blvd. The speed limit will be reduced from 30 to 25 miles-per-hour from Tuskawilla Blvd. to the city limits. This decision was approved by the Winter Springs City Commission during our regular meeting on March 13.

This change is part of our ongoing commitment to maintaining the safety of our residents. The reduction of the speed limit aims to ensure greater consistency in speed limits along the roadway and to mitigate any potential risks associated with high-speed traffic.

This is one of several safety enhancements we have been implementing along Winter Springs Blvd. since May. Our efforts have also included new asphalt, raised intersections, speed tables, and designated bike lanes to improve road safety and accommodate diverse modes of transportation.

Funding for these safety improvements comes from the one-cent local government infrastructure surtax. We’re committed to putting these funds to good use for the benefit of our community.
