Investing in Our Parks: The Future of Central Winds Park

As your Commissioner, one of my top priorities is ensuring that Winter Springs continues to grow in a smart, sustainable, and community-focused way. That means preserving the charm of our neighborhoods while improving our infrastructure, recreation, and natural resources.

One area where we are making significant strides is Central Winds Park. As one of our city’s most visited public spaces, Central Winds is at the center of family life, outdoor events, and environmental connectivity. In 2024 and 2025, we engaged in a collaborative process to reimagine the future of this park — and I’m excited to share where we’re heading.

Central Winds Park Master Plan Approved

In February 2025, the City Commission officially approved the Central Winds Park Master Plan, following months of planning, public input, and design development that began in mid-2024.

This plan reflects what residents have told us they want to see: more access to nature, better connectivity, family-friendly spaces, and infrastructure that supports community gatherings.

Key Features of the Central Winds Master Plan

The new conceptual site plan introduces a variety of improvements that align with community feedback and long-term sustainability goals:

  • New Event Hall: A flexible indoor space for events, workshops, and cultural programming.
  • Boardwalk Along Lake Jesup: Improved access to our natural shoreline and ecosystems.
  • Destination Playground: A modern, inclusive playground that serves as a unique regional attraction.
  • Walking Trails & Loops: Enhanced pedestrian access, with improved safety and ADA-compliant routes.
  • Picnic & Pavilion Areas: Added pavilions and shaded seating for families and small groups.
  • Stormwater Enhancements: Environmentally responsible drainage and landscaping improvements.
  • Expanded Trail Connections & Overflow Parking: Designed to improve traffic flow and pedestrian safety during peak events.

Planning for Capital Improvements in FY 2027

To support implementation, the City is launching a Capital Needs Assessment — a detailed review of all city facilities, including parks, city buildings, and infrastructure. This will help prioritize funding, align future projects, and ensure we’re investing where it matters most.

A few key items under consideration for Central Winds Park include:

  • Replacement of the Passive Area Playground: Originally constructed in 2006, the current three-story playground has served the community well. It remains safe but is nearing the end of its useful life. A new “destination-style” playground will be larger, themed, and more accessible for children of all abilities.
  • Field Lighting for Lower Practice Fields: In response to community input, lighting enhancements are being evaluated to extend safe usage for youth sports and evening activities.
  • Volleyball Court Relocation: If stormwater improvements and event hall construction move forward, the existing courts will be relocated nearby, preserving recreational access.

These plans align with the adopted Central Winds Park Master Plan and the city’s commitment to using park impact fees responsibly. These restricted funds can only be used for projects that expand park capacity, ensuring growth doesn’t compromise quality of life.

A Focus on Accessibility and Community Input

As your Commissioner, I’m proud to say that accessibility remains a top priority in all future park upgrades. We’re working to improve ADA access, add more shaded seating and rest areas, and ensure clear signage and reservation options are available for residents.

We’ve also launched a new interactive parks map, built using GIS technology, which will be publicly available on the city’s website. This tool will allow residents to:

  • Search for nearby parks
  • Filter amenities like playgrounds, courts, and restrooms
  • Plan visits based on location and accessibility features

This is the kind of user-first technology that makes our parks easier to explore and enjoy.

Central Winds Park is more than just a park — it’s where our kids play sports, where families gather, where we celebrate community milestones, and where we connect with the beauty of our environment.

Through strategic planning, smart budgeting, and ongoing resident feedback, I remain committed to protecting and enhancing this valuable community asset.
