Understanding the Future of the Oviedo Mall and What It Means for Our Region

How the Oviedo Mall Redevelopment Supports Smart Growth and Regional Planning

A recent conversation among local leaders and residents on Facebook offered helpful insight into a topic many Winter Springs families care deeply about: the future of the Oviedo Mall and how its redevelopment will shape our regional economy.

Two voices in particular — Kevin Hipes, the Oviedo Mall property manager, and Dominic Persampiere, former Mayor of Oviedo, shared thoughtful, experience-based perspectives that help explain both the challenges and opportunities ahead.

As your Winter Springs Commissioner, I want to ensure our community has a clear understanding of this conversation and how it connects to our goals of smart growth, environmental protection, and a thriving local economy.

Why Traditional Malls Don’t Work in Our Region Anymore

Kevin highlighted an important market reality: A traditional 1 million-square-foot retail mall needs roughly 250,000 people within a 5-mile radius to succeed.

Our region currently has about 160,000 residents within that radius — a healthy population, but not large enough to sustain an all-retail mall.

And that number isn’t going to grow dramatically, because our geography is defined by:

  1. Environmentally protected rural areas to the east
  2. Lake Jesup to the north
  3. Lower-density residential neighborhoods beyond those boundaries

These features are part of what makes our area beautiful and environmentally unique — and we don’t want to compromise that. But it also means the traditional “big mall with all national brands” model is unrealistic here.

A Better, More Sustainable Vision Is Taking Shape

Kevin shared encouraging updates about the direction of the redevelopment:

  • The future mall will feature unique, higher-end, boutique-style retail, not mass-market anchors.
  • Dining, entertainment, and local specialty businesses — like the anticipated Colombian brewery Bruder’s — are becoming the foundation.
  • Residential units and main-street-style businesses will generate built-in foot traffic, something the old mall never had.
  • Retail will be right-sized to match our actual population density.

Kevin described the project as:

“A rough-cut diamond beginning to take shape.”

And he noted that high-end retail is the final step, not the first because retailers follow foot traffic, not the other way around.

Dominic Persampiere, Former Oviedo Mayor, Added More Context on Density

Dominic explained the geographic challenge clearly:

  • Draw a 15–20 mile radius around the mall.
  • To the east: protected rural land.
  • To the north: Lake Jesup and low-density areas.
  • Higher-end retailers need density in all directions — which is why
    • Waterford Lakes,
    • Winter Park,
    • Mall at Millenia, and
    • Altamonte Mall attract more national chains.

He also noted how Amazon and online shopping have structurally changed American retail, just as department stores reshaped commerce in the early 1900s and malls reshaped it in the 1950s.

What This Means for Winter Springs

As redevelopment continues, Winter Springs residents will benefit from:

  • Improved regional amenities
  • More local dining and entertainment choices
  • A stronger, more resilient local economy
  • Development that respects environmental limits

This regional project directly supports many of my core priorities as your Commissioner:

✓ A stronger economy without sacrificing our identity

Looking Ahead With Optimism

Kevin closed his message with a reminder:

“Keep the faith… We’re making progress… and we will not give up.”

That commitment, paired with Dominic’s historical perspective, shows that the Oviedo Mall redevelopment is not just a project; it’s a long-term investment in our region’s future.
