The City of Winter Springs provides essential services including drinking water, wastewater, garbage collection, stormwater management, permitting, land development, parks and recreation, police protection, and coordination of community events.
Originally established in 1959 as “North Orlando,” the city officially became Winter Springs in 1972 with the adoption of the City Charter. Since then, Winter Springs has grown into a thriving, family-oriented community that prioritizes safety, education, and sustainability.
Winter Springs operates under a Commission/Manager form of government. The governing body consists of a mayor and five commission members, each representing one of the city’s five commission districts. The mayor is elected at large and may reside anywhere within the city limits.
Commissioners and the mayor may serve up to three consecutive full terms, with eligibility for reelection after a one-year gap. While the mayor does not vote except in the case of a tie, they may veto ordinances — subject to commission override with a four-member vote.

Winter Springs’ fiscal year begins October 1 and ends September 30. The City Manager must submit a proposed budget by July 1 each year, detailing all projected revenues, expenditures, and enterprise fund operations. After a public hearing, the commission approves the budget by resolution.
