The City of Winter Springs provides essential services including drinking water, wastewater, garbage collection, stormwater management, permitting, land development, parks and recreation, police protection, and coordination of community events.

A Brief History

Originally established in 1959 as “North Orlando,” the city officially became Winter Springs in 1972 with the adoption of the City Charter. Since then, Winter Springs has grown into a thriving, family-oriented community that prioritizes safety, education, and sustainability.

Local Government

Winter Springs operates under a Commission/Manager form of government. The governing body consists of a mayor and five commission members, each representing one of the city’s five commission districts. The mayor is elected at large and may reside anywhere within the city limits.

Commissioners and the mayor may serve up to three consecutive full terms, with eligibility for reelection after a one-year gap. While the mayor does not vote except in the case of a tie, they may veto ordinances — subject to commission override with a four-member vote.

The Winter Springs City Commission is tasked with:

  • Establishing or modifying city departments and agencies
  • Approving regulations, fines, and development standards
  • Levying taxes
  • Granting or extending franchises
  • Regulating public utility rates
  • Managing city-owned land leases or conveyances
  • Enacting citizen-initiated ordinances
  • Hiring and compensating the City Manager

The City Manager is the Chief Administrative Officer of Winter Springs and is responsible for:

  • Hiring, directing, and overseeing all city staff
  • Enforcing laws and ordinances
  • Preparing the annual budget and five-year capital improvement plan
  • Advising the commission on city operations and finances
  • Reporting yearly financial and administrative summaries to the public
  • Attending commission meetings in a non-voting capacity

Winter Springs’ fiscal year begins October 1 and ends September 30. The City Manager must submit a proposed budget by July 1 each year, detailing all projected revenues, expenditures, and enterprise fund operations. After a public hearing, the commission approves the budget by resolution.
