Big Step Forward for The City of Winter Springs: Construction Management at Risk (CMAR) Services Solicitation for Wastewater Treatment Facilities!

We’re finally making significant strides in enhancing our city’s infrastructure. The City of Winter Springs is actively seeking Construction Management at Risk Services to design and construct two upgraded Wastewater Treatment Facilities (WWTFs).

Overview of the Projects

  1. East Wastewater Treatment Facility (Phase I): Currently processes an average daily flow of 2.012 million gallons.
  2. West Wastewater Treatment Facility (Phase II): Manages an average daily flow of 2.07 million gallons.

These projects will not only replace the existing facilities but also enhance their treatment capabilities to meet current disposal standards and accommodate future expansions.

Operational Continuity

It’s crucial that construction occurs while the existing facilities continue to operate 24/7. This ensures they meet all treatment, storage, and disposal permit requirements without interruption.

Key Project Details from the Conceptual Design Report (CDR)

The comprehensive plan includes:

  1. New influent lift station and headworks.
  2. Advanced secondary treatment system featuring:
  3. Biological nutrient removal basins.
  4. Secondary clarifiers.
  5. Return activated sludge pumping system.
  6. Enhanced sludge and wastewater handling systems.
  7. State-of-the-art tertiary filtration and chlorine disinfection systems.
  8. Upgraded electrical, standby generation, and SCADA systems.
  9. New operational buildings tailored to each facility’s needs.
  10. Necessary site work and demolitions to accommodate new structures.

Unified Design Approach

To maximize efficiency and consistency, the East and West facilities will be designed under a one-plant, two-site concept. This approach will standardize operations across both locations, simplifying construction, operation, and maintenance. One set of specifications and a singular CADD model will be adapted for both sites.

Anticipated Timeline

  1. CMAR Contract Pre-Construction Services: December 2024
  2. Substantial Completion (East Plant): January 2028
